Staff

Each RBDMS project is managed by a GWPC staff member with assistance from a variety of project coordinators. Below are the GWPC staff that work on RBDMS projects.

Technical Director

Paul Jehn

Paul has twenty-five years experience in environmental assessment, policy development, evaluation, remediation, pollution prevention and management. His duties include providing technical assistance to states, local governments, citizen groups and individuals in groundwater, Class V injection wells, wellhead, and source water protection. Paul is the lead staff person on all RBDMS projects.

Technical Director

Mark Layne, Ph.D.

Mark received his Doctorate of Engineering, specializing in Petroleum Engineering from Missouri University of Science and Technology (formally University of Missouri – Rolla) in 1996. He then worked for a major engineering consulting company and was a founding partner of ALL Consulting in Tulsa, Ok.  In the private sector he managed/designed/developed numerous projects dealing with development of data management systems, most notably: the Risk Based Data Management System and FracFocus. Mark also worked on numerous client projects that required Petroleum Engineering, Environmental, and Regulatory support as part of their business specializing in support to the upstream petroleum industry and state regulatory agencies.  Currently at GWPC he is working with several States directly on RBDMS, coordinating SOGRE reviews, providing direct support and direction on FracFocus, and participating in a number of other initiatives GWPC currently has ongoing, including Produced Water Research.

Ground Water Protection Council, Executive Director

Dan Yates

Dan is the initial contact person for all GWPC Board and Committee related communications.  He is the lead staff in developing grants, developing and overseeing project management plans, and overseeing reporting on grant related projects, including RBDMS projects. Dan is also the staff lead on source water related issues.
