Organizational Management

RBDMS Core allows users to manage organizations (companies, operators, agencies… etc.)  and people. Through multiple screens, users can create and edit organizations. This includes the ability to characterize the types of organizations and the status of those organizations.  Users can add comments to organizations and can track changes to that organization through time.

An agency can also track people who routinely interface with the agency.  This could include key contacts for an oil and gas operator or registering a complainant so that the agency can track and respond to complaints received.

Financial Assurance Management

With RBDMS Core’s Financial Assurance Management capabilities, agencies can set-up Financial Assurance (FA) logic that matches their statutory requirements.  This will then ensure that companies have the appropriate amount of FA for their regulated assets. RBDMS Core’s FA Management allows an agency to record and track multiple different types of financial insurance, such as Bonds, Certificates of Deposit, Cash and other instruments.  These instruments can be posted for wells, facilities, incidents (spills/releases, blowouts, etc.) or other assets. The amount of FA can be tracked through time, including transactions made against the FA such as added instruments, added value to instruments or cost recovery against the bond by the agency.

  • Permitting

Permitting

Permitting is the initiation point for regulated activities.  Whether permitting a well to be drilled, a facility to be constructed or processing plugging and abandonment requests, the permitting process is essential to effective oil and gas oversight. While much of the permitting process is handled in RBDMS eForms, RBDMS Core provides a reliable system of record for storage and viewing of approved permits.

Well Management

Well management is the most robust capability in RBDMS Core.  It ensures that every aspect of a well can be tracked throughout its lifecycle.  Capabilities include record keeping on well construction, well location, directional drilling, perforation, completion, stimulation, work-overs, plugging and abandonment.

Well Construction & Configuration

Well construction information can be complex and involve multiple wellbore and wellbore features.  RBDMS Core allows agencies to track a well with one or more wellbores, along with each wellbore’s drilling, casing and cementing information. RBDMS Core also allows users to track additional downhole information such as perforations, plugs, retainers, downhole fish and other construction or configuration attributes.

Facility Management

RBDMS Core presents a flexible framework for managing and overseeing the permitting, development and restoration of facilities. This includes multi-well pads, pipelines, compression facilities, tanks and tank batteries, equipment, pits and more. This functionality includes the ability to track oil and gas sites before and after well construction, pre-construction site inspections and the management of reclamation activities.  Facility-centric functionality also allows users to track other areas of oil and gas impact, such as production facilities, spill sites and pipelines through operator submitted web forms, inspections, compliance logs and advanced reports.

Location Management

Location management capabilities are spread throughout RBDMS Core, tying into Well Management, Facility Management, Incidents and more.  RBDMS Core provides the ability to associate locations with records.  Location data can be stored as legal descriptions, geographic descriptions and/or coordinates.  Geographic information system (GIS) capabilities allow users to find wells and facilities on a map and view data with one click.

Inspection Tracking

RBDMS Core tracks field inspection information such as the type, date, and location of inspections (well, facility or incident). Details include a narrative of what was inspected as well as custom fields that can be tailored to an agency’s needs. Users can attach violations and/or compliance items to an inspection which can be used to manage compliance escalation or remediation. There are a variety of ways that inspectors take RBDMS into the field with them. Some states such as Mississippi and North Dakota use merge replication which to allows inspectors to have the same access to data in the field on their laptops as they have in the office. Others such as Colorado use RBDMS eForm technology in the field. GWPC is also currently developing a mobile Field Inspection Application with offline capabilities.

Incidents

RBDMS Core provides tools to record incident information relating to events such as spills, blowouts, releases, fires and more. These incidents can be recorded in the system and then inspected throughout the follow-up process.  Details for each of the types of incidents can be recorded in fields that can be summarized in reports and analyzed. RBDMS provides the ability to track everything from the incident’s exact location and who was involved to spill volumes, response actions and key dates in the incident’s history.

Complaints

Complaints may evolve into incidents, requiring a large amount of follow-up. Other complaints are can be resolved quickly and over the phone.  RBDMS Core provides tools that cover the full spectrum.  The ability to create complaints and incidents and relate them allows agencies to document sensitive events in a full and detailed manner.  RBDMS Core provides agencies with a process for handling and documenting complaints and addressing common sources of complaints through time.

Production & Injection Tracking

RBDMS Core allows agencies to receive electronic production and injection reports which flow into RBDMS Core where the data can be analyzed and assessed through reports, reviewed for compliance, and maintained as the agency’s system of record. Part of production tracking involves tracking oil and gas disposition through the production process.  RBDMS Core also provides the ability to receive electronic disposition records and to use them for production accounting and regulation.

Underground Injection Control (UIC)

RBDMS Core provides decades of experience and tools for managing UIC programs.  RBDMS Core capabilities include special requirements during permitting and construction to inspection and compliance information to injection reporting. RBDMS Core also includes multiple specialized tools that address UIC needs such as Area of Review tools, mechanical integrity testing tracking, specialized reports, and business logic that informs users of potential compliance infractions.

Gas Storage

Gas storage wells often face unique requirements due to their dual use (producing gas and injecting gas) and the changing reservoir conditions as gas is injected or withdrawn.  RBDMS 3.0 adds specialized functionality to better track gas storage oversight requirements. This functionality includes more information relating to reservoir pressures, mechanical integrity tests, well monitoring, construction and more.

Water Tracking

Water tracking is part of RBDMS 3.0, allowing for the tracking of the origin and disposition of all water used and produced in oil and gas operations. Water tracking capabilities include completion and stimulation (including hydraulic fracturing) processes. Tracking of injection volumes will provide additional water accounting capabilities. The final piece of functionality being added is tracking water transport and volumes. This will include the capability to determine facility disposal locations and methods, hydraulic fracturing flowback volumes, and disposal and transport of liquids from their source (e.g. water well, surface water) to the point of use (e.g. stimulation project, facility, pit).

Compliance Management

Compliance management functionality allows agencies to track issues from the time they are discovered to the time of remedy.  Compliance issues may start as informal notices to a Notice of Violation to immediate enforcement action.  RBDMS Core allows users to initiate the process where it makes sense and where it fits each regulatory agency’s  requirements.

Asset Transfers

RBDMS Core provides tools to manage the transfer of assets from one company to another.  Transferring wells and facilities can be be initiated, reviewed and tracked.  This functionality allows states to transfer records in bulk using a process that ensures accurate updates to all of the required records and enforces adequate financial assurance by the receiving company.
